Las Vegas is located in a giant depression and when it rains anywhere within that depression all of the rain water heads for the low point (Vegas) so these giant storm sewers were built to avoid the flooding of just a few years back that caused great damage.
I was just watching a television program about underground cities and these tunnels were featured but they never mentioned the people living there.
Must really suck to live there when it rains.
